Summary
Provides that as of October 1, 1976, no appropriation is authorized and no payment shall be made to the United Nations or any affiliated agency in excess of the amount arrived at by the division of the total assessment of such organization by the number of states that are members of the United Nations' General Assembly. States that determination of the number of members of the General Assembly shall be as of January 1 of each year.
