Summary

Amends the National Parks and Recreation Act of 1978 to direct the Secretary of the Interior to notify the appropriate committees of the Congress before acquiring any land interests relating to those segments of the Upper Delaware River that are designated under the Wild and Scenic Rivers Act. Permits the Secretary to acquire designated lands in the Upper Delaware River without the owner's consent only if the Congress expressly authorizes such acquisition.
