Summary

Regulatory Reform Act - Abolishes the Civil Aeronautics Board, the Environmental Protection Agency, and the Federal Power Commission as of September 30, 1977. Abolishes the Commodity Futures Trading Commission, the Federal Maritime Commission, and the Interstate Commerce Commission as of September 30, 1978. Abolishes the Federal Communications Commission, the Federal Trade Commission, the Nuclear Regulatory Commission, and the Securities and Exchange Commission as of September 30, 1979. Requires Congressional inquiries into the performance and effectiveness of agencies covered by this Act for purposes of possible continuance of each agency. Provides for a method whereby an agency may have its abolition postponed. Provides for the transfer of the personnel, property and funds of agencies abolished under this Act to the President or a designated successor agency.
