Summary
Prison Construction and Program Reform Act - Authorizes the Law Enforcement Assistance Administration to make grants to each State to pay for up to half the cost of correctional facility construction or improvement projects. Directs the LEAA to promulgate rules to carryout this Act, including grant criteria based at least in part upon present conditions in a State's facilities. Authorizes the appropriation of $200,000,000 for fiscal year 1979 and $300,000,000 for fiscal year 1980 to carryout this Act.
