Summary
Rural Development Policy Act - Renames the Department of Agriculture, the Department of Agriculture and Rural Development, and the Farmers Home Administration, the Farm and Rural Development Administration. Establishes an Under Secretary of Agriculture and Rural Development for Rural Development. Establishes a Federal Rural Development Council to develop and implement a comprehensive strategy to assist the Secretary of Agriculture and Rural Development in the coordination of a nationwide rural development plan. Directs the President to appoint a Federal Rural Development Advisory Committee to assist the Council. Amends the Consolidated Farm and Rural Development Act to increase from $10,000,000 to $50,000,000 the annual aggregate ceiling on rural development grants.
