Summary
Constituent Postal Card Act - Establishes a special rate of postage for postal cards mailed to members of Congress by their constituents, provided such cards are not mailed in connection with a trade or business. Directs that the special rates be determined by the Postal Service based upon printing, manufacturing, and delivery costs. (Adds 39 U.S.C. 3686)
