Summary

Amends the National Environmental Policy Act of 1969 to declare that each person has a fundamental and inalienable right to a healthful environment. Stipulates that persons engaged in activities affecting interstate commerce who are responsible for air pollution, water pollution, or the creation of any unreasonable noise, shall be subject to liability in class actions brought in United States district courts. Stipulates that district courts shall have jurisdiction of such class actions without regard to the amount in controversy. Declares that the remedies provided by this Act are in addition to any other remedies available under existing Federal and State law.
