A bill to provide for additional Federal financial participation in expenses incurred in providing benefits to Indians, Aleuts, native Hawaiians, and other aboriginal persons, under certain State public assistance programs established pursuant to the Social Security Act.

Summary

Amends the Social Security Act to increase the level of Federal reimbursement under Aid to Families with Dependent Children and Medicaid to 100 percent for State payments made to native Hawaiians, Indians, Aleuts, and Eskimos. Increases the level of Federal reimbursement under the minimum supplementation of the Supplemental Security Income program and the supplementary cash payments program to 100 percent for State payments made to native Hawaiians, Indians, Aleuts, and Eskimos. Defines "Indian" as an individual (1) whose ancestor(s) were natives of the United States (excluding Hawaii); (2) who regards himself as an Indian and holds himself out as such in his community; and (3) who is so regarded by that community. Defines "native Hawaiian" as an individual (1) any of whose ancestors were natives of the Hawaiian islands; (2) who regards himself as a Hawaiian and holds himself out as such in his community; and (3) who is so regarded by that community.
