Summary

Amends the Federal Election Campaign Act of 1971 to ban political action committees from making, soliciting, or receiving contributions or making expenditures in Federal elections. Prohibits a candidate for Representative in, or Delegate or Resident Commissioner to, the Congress from accepting contributions from persons other than individuals who reside in the State totaling more than 20 percent of the contributions accepted from all sources.
