Education Amendments of 1984

Summary

Amends the Adult Education Act to extend through FY 1989 the authorization of appropriations for: (1) the program of basic education for adults; (2) grants for special projects for the elderly; and (3) grants for improvement of educational opportunities for adult Indians. Extends through FY 1988 the authorization of appropriations for grants and contracts for the adult education program for adult immigrants. Extends through FY 1990 the existence of the National Advisory Council on Adult Education. Amends the Bilingual Education Act to extend through FY 1989 the authorization of appropriations for: (1) bilingual education programs; (2) payments for State agency coordination of technical assistance to such programs; (3) bilingual education research and development; and (4) continued bilingual education assistance to local educational agencies eligible under the Emergency School Aid Act. Extends through FY 1989 the requirement for an annual Department of Education report to the Congress on the recommended number of fellowships for training teachers for bilingual education. Requires (in addition to the current requirement for a report due February 1, 1984) reports to Congress due February 1 of 1986, 1988, and 1990, on bilingual education programs. Amends Federal law relating to impact aid (assistance for local educational agencies in areas affected by Federal activity) to extend through FY 1989 specified impact aid program provisions. Amends the Women's Educational Equity Act of 1978 to extend through FY 1989 the authorization of appropriations to carry out programs under such Act. Amends the Indian Elementary and Secondary School Assistance Act to extend through FY 1989 the entitlement of local educational agencies under a grants program of financial assistance for education of Indian children. Amends the Indian Education Act to extend through FY 1989: (1) the authorization of appropriations for special educational training programs for teachers of Indians; (2) the authority for a program of fellowships for Indian students; and (3) the existence of the National Advisory Council on Indian Education. Amends the Elementary and Secondary Education Act of 1965 to extend through FY 1989 the authorization of appropriations for grants for the improvement of educational opportunities for Indian students. Amends Federal law which provides grants for Allen J. Ellender fellowships to disadvantaged secondary school students and their teachers to participate in a public affairs program to extend through FY 1989 the authorization of appropriations for the Ellender Fellowships program. Amends the Asbestos School Hazard Detection and Control Act of 1980 to eliminate a limitation on the period during which Federal share grants to State and local educational agencies may be made under the asbestos hazards detection program. Extends through FY 1989 the authorization of appropriations for: (1) the asbestos hazards detection program; and (2) the asbestos hazards control loan program. Provides that such appropriations shall remain available for obligation until the end of the fiscal year following the fiscal year for which appropriated. Amends the General Education Provisions Act to extend through FY 1989 the authorization of appropriations for the national assessment of educational programs by the National Institute of Education. Extends through FY 1989 specified limitations on amounts available for: (1) salaries and expenses of the National Center for Education Statistics; and (2) grants and contracts to carry out the objectives of the Center.
