Summary

Enumerates the conditions under which no elected or appointed officer or employee of the Federal Government shall be considered to have accepted an honorarium, including if such officer or employee requests the person offering the honorarium to donate it to a specified organization and such donation is a charitable contribution. Provides that when such conditions are present, honorariums will be specifically excluded from gross income under the Internal Revenue Code.
