Summary
Steel and Metallurgical Coal Trade Reciprocity Act of 1989 - Amends the Steel Import Stabilization Act to provide that the quantity of steel product articles in any category that may be imported into the United States from any supplier nation or customs union under a bilateral arrangement during any period shall bear to total quantity of such imported articles the same ratio that the quantity of U.S. metallurgical coal purchased by such nation or union during the period between October 1, 1984, and September 30, 1989, bore to the total quantity of U.S. metallurgical coal purchased during such period by all suppliers of articles in that category subject to bilateral arrangements.
