Provides, under the Land and Water Conservation Fund Act, that a fifteen day permit to enter National recreation areas be established, allowing the purchaser and his party to leave and reenter the area at any time within the fifteen consecutive day period. Stipulates that these permits shall carry the same privileges and limitations as the currently issued one day and annual permits.
