Summary

Voting Rights Act Amendments - States that no person residing overseas shall be denied the right to register for, and to vote by, an absentee ballot in any State or election district in any Federal election solely because at the time of such election he is not domiciled or otherwise residing in such State or district and does not have a place of abode or other address in such State or district if: (1) he last voted or last registered to vote in such State or district, or was last domiciled in such State or district; (2) he has complied with the applicable requirements concerning absentee ballots; and (3) he is qualified to vote, and has not registered to vote in any other State or election district. Requires each State and election district to provide reasonable procedures for the casting of absentee ballots in all Federal elections by citizens residing overseas. Requires each State and election district, in the case of satisfactory applications, not later than 20 days before an election, to mail to the applicant an absentee ballot, instructions for voting, an airmail return envelope. Makes provisions for registration by overseas citizen Federal election post card, and sets forth its form. Provides for enforcement of this Act, and equitable remedies and criminal penalties for its violation.
