Summary
Tenant Protection Act of 1991 - Prohibits the Resolution Trust Corporation (RTC) in its capacity as conservator or receiver from disaffirming or repudiating any qualified lease or tenancy. Requires the RTC to publish in the Federal Register each calendar year a list of the low vacancy areas for the year (areas of governmental jurisdiction that are subject to residential rent control). Sets forth applicability guidelines for leases and tenancies previously disaffirmed or repudiated by the RTC.
