Summary
Coastal Enhancement Act of 1999 - Title I: Amendments to Coastal Zone Management Act of 1972 - Amends the Coastal Zone Management Act of 1972 to extend, and terminate as of September 30, 2003, coastal management development grant authority. (Sec. 102) Replaces the resources management improvement grant program with a coastal community conservation grant program. Sets forth program provisions. (Sec. 103) Permits Coastal Zone Management Fund amounts to be used to offset costs of implementing coastal zone management programs. (Sec. 104) Revises coastal zone enhancement grant provisions, including: (1) increasing eligible grant objectives; (2) amending allocation criteria; and (3) requiring State matching funds. (Sec. 105) Makes the Walter B. Jones Excellence in Coastal Zone Management Awards program discretionary. (Currently the Secretary of Commerce is required to implement such program.) (Sec. 106) Includes within estuarine area designation any part or all of an estuary and any island or transitional area constituting a natural unit. Provides donation authority with respect to the estuarine reserve. (Sec. 108) Authorizes appropriations for : (1) management development grants; (2) administrative grants; (3) coastal community conservation grants; (4) coastal zone enhancement grants; (5) administrative expenses; (6) Walter B. Jones Excellence in Coastal Zone Management Awards; and (7) estuarine construction projects. (Sec. 110) Directs the Secretary to report with respect to coastal zone management program evaluation indicators. Title II: State Restrictions on Personal Watercraft Operation - Requires States to have enforceable restrictions on personal watercraft operations, including sensitive area designations, to qualify for administrative or coastal enhancement grants. Defines personal watercraft. Title III: Coastal Nonpoint Pollution - Includes coastal nonpoint pollution control programs within the objectives of administrative, coastal community conservation, and coastal zone enhancement grants. Sets aside specified amounts of administrative and coastal community conservation grants for nonpoint pollution control programs.
