Summary

Removes the authority of any United States court to make any decision, enter any judgment, or issue any order whose effect would be to require a pupil to attend a public school other than the one nearest his residence. Forbids any Federal department, agency, officer, or employee empowered to extend financial assistance to any program of activity to withhold or threaten to withhold such funds in order to induce implementing or continuing a plan or program whose effect would be to assign a pupil to a public school other than the one nearest his residence.
