Authorizes the Secretary of the Interior to make annual grants to States to assist them in administering programs to develop and enforce health and safety standards in mine locations within each State under the Federal Mental and Nonmetallic Mine Safety Act of 1966. Provides that the Federal share of such State program shall not exceed fifty percent.
