Summary

States that for one year any State observing eastern standard time shall observe central standard time and any State observing Pacific standard time shall observe mountain standard time. Requires that, after such one-year period, any State which had observed eastern, central, mountain, or Pacific standard time shall observe national standard time. Defines national standard time as solar time of the ninety-seventh degree, thirty minutes of longitude west from Greenwich.
