Merit Employment Act

Summary

Merit Employment Act - Requires all personnel actions taken within the Executive Branch to be based on merit without consideration of the political affiliation of any employee. Prohibits the consideration of any recommendation from a Member of Congress, Congressional employee, or person exempt from the competitive service with regard to such personnel action except as authorized to determine the suitability and character requirements of an applicant for employment. Authorizes the Civil Service Commission to exempt positions from the competitive service which are filled by presidential advisors and persons determining administration policies. Requires the Commission to reexamine the appropriateness of such positions at least every two years. Requires agency heads to establish personnel offices within their respective agencies to represent each agency in personnel matters.
