Summary
Special Investigator/Prosecutor Act - Authorizes the United States District Court for the District of Columbia sitting en banc to, not later than ten days after the date of the enactment of this Act, appoint, in a manner of its choosing, a Special Investigator/Prosecutor and to remove and replace him only for gross improprieties in the exercise of his duties as determined by a majority vote of those judges sitting. Sets forth the authority and duties of the Special Investigator/Prosecutor, including the investigation and prosecution of offenses arising out of the 1972 election, and investigation of allegations involving the President and members of his staff. Gives the Special Investigator/Prosecutor authority to contest executive privilege and to decide whether and to whom to prosecute. Grants the Special Investigator/Prosecutor access to any evidence he deems essential to his duties. Authorizes the Special Investigator/Prosecutor to make public reports not inconsistent with the rights of any accused persons. Authorizes the United States District Court for the District of Columbia to extend the life of its grand jury on six-month intervals until its business is completed. Authorizes appropriations necessary to carrying out this Act.
