Summary
Prohibits the authorization of budget authority for a period of more than four years for laws enacted ofter the effective date of this Act. Limits to four years the budget authorization of existing laws which provide such authorization for a period of more than four years. Limits to six years the budget authorization of existing laws which provide such authorization for an unspecified number of years. Requires Congressional committees to conduct a comprehensive review and study of existing programs in considering legislation budget authority for such programs.
