A bill to create the position of ombudsman, and for other purposes.

Summary

Creates under each member of the House who elects to have one the position of ombudsman, to be paid from $8,000 to $15,000 from the clerk hire allowance. States that the ombudsman shall seek out, find, and act upon problems which residents of such Member's district have with any governmental agency or entity, and shall perform such other work assigned to him by such Member not to exceed 30 percent of his time. Creates in the city of Washington the Ombudsman center to train, assist, and certify the qualifications of ombudsmen under this Act. Sets forth the role and responsibilities of the Center, including the Solicitation of comments from those whose cases have been handled by each ombudsman. Authorizes appropriations of such sums as may be necessary to carry out the purposes of this Act.
