Summary
Comprehensive Employment and Training Act Reforms - Restates the purpose of the Comprehensive Employment and Training Act to be to provide job training for economically disadvantaged, unemployed, and underemployed persons, and to provide employment opportunities for such persons, and assure that training and other services lead to maximum employment opportunities and enhance self-sufficiency by establishing a flexible and decentralized system of Federal, State, and local programs. Requires, as a condition to receipt of financial assistance under such Act, that the prime sponsor provide private organizations and associations with an opportunity to train persons to be hired to fill jobs created under such Act except that such training shall be conducted under the supervision of the prime sponsor. Requires such prime sponsor to utilize existing organizations and facilities to carry out programs and activities under this Act. Provides that a condition applicable to all programs under such Act shall be that the program provide services intended to maximize employability in the private sector and the impact of public service program expenditure.
