Summary

Forbids the expenditure of any funds by any Federal agency for the production of any instructional or informational film except upon certification by the Director of the Office of Management and Budget that such film is necessary to the purposes of such agency and is not redundant with films previously produced by other Federal agencies. States that the Director shall report to Congress the identity and subject matter of each film so certified. Authorizes the Director to promulgate such rules and guidelines as may be necessary to carry out the purpose of this Act.
