Summary
Requires that as of July 1, 1976, the number of individuals in the civil service employed by the United States within each agency may not exceed the number so employed by such agency on July 1, 1975. Directs the Civil Service Commission to transmit to the Congress during the fourth week in April, 1976, a report indicating the means and the extent by which the level of Federal employment has been reduced under this Act between the date of the enactment of this Act and the beginning of the week in which such report is transmitted.
