Summary
Foreign Crimes Act of 1981 - Amends the Federal criminal code to make any U.S. citizen or national who, in certain circumstances, commits an act outside U.S. jurisdiction while serving with, employed by, or accompanying U.S. armed forces, liable if such act would constitute a Federal crime if committed within the United States. Sets forth standards and procedures for the apprehension, restraint, removal, and delivery of such persons.
