Directs the Administrator of Veterans' Affairs to conduct a study to determine the adverse effects of the aging process upon service connected disabilities and the extent to which such effects should be a factor in determining disability evaluations and/or disability compensation payments. Requires that such report be submitted to Congress not later than 90 days following the convening of the Ninety-fifth Congress.
