To provide for a 20 percent pay increase for offices and positions covered by section 225 of the Federal Salary Act of 1967 (other than Members of Congress), and to provide that a study be conducted to determine whether appropriate pay relationships exist between the Senior Executive Service and the 3 highest grades of the General Schedule.
