Title II: Simplification and Reform of Food Stamp Program - Food Stamp Simplification and Reform Act of 1995 - Subtitle A: Simplified Food Stamp Program and State Assistance for Needy Families - Amends the Food Stamp Act of 1977 to revise specified provisions (including disqualifications) of the food stamp program and the temporary assistance for needy families (TANF) block grant. Subtitle B: Food Stamp Program - Amends the Food Stamp Act of 1977 to: (1) limit certain deduction and benefit increases; (2) revise work requirements; (3) encourage electronic benefit transfer systems; (4) eliminate minimum allotment annual increases; and (5) permit work supplementation or support program funds to be used under TANF.
