Summary

Institutes the death penalty as punishment for the criminal destruction of aircraft or aircraft facilities where death of any persons results from such destruction. Limits such penalty to cases where the person convicted: (1) is at least eighteen years of age; and (2) reasonably could have foreseen that the conduct involved in the violation would cause or create a grave risk of causing such death. (Amends 18 U.S.C. 32)
