Prohibits U.S. assistance to the Palestinian Authority (PA) unless the President certifies to the Committee on International Relations of the House of Representatives and the Committee on Foreign Relations of the Senate that: (1) the PA leadership is not tainted by violence, has publicly rebuked Palestinian violence, has ended incitement, and has taken all actions within its capacity to dismantle the terrorist infrastructure; and (2) the violence in the West Bank and Gaza has subsided.
