Summary
Amends the Agricultural Trade Development and Assistance Act of 1954 to require the President to establish a reserve stock of agricultural commodities for use when sufficient quantities of such commodities are not available to carry out agreements for the sale of agricultural commodities to friendly countries. Regulates acquisition, storage, and distribution of such commodities. Permits such reserve to be used to fulfill United States commitments under an international agreement for a system of national agricultural reserves should Congress approve such an agreement.
