Summary
Establishes the Boston Harbor National Recreation Area in Massachusetts. Directs the Secretary of the Interior to establish a planning commission for such Area. Enumerates criteria upon which the Secretary is to approve or disapprove the Commission's plan. Authorizes the Secretary to make grants totaling $20,000,000 to state and local units of government having responsibility for implementing the final approved plan. Establishes a special account in the Treasury of the United States to hold moneys to be used for such grants.
