Summary
Amends the Older Americans Act of 1965: (1) to redefine the requirements by which a unit of local government is designated as a planning and service agency in terms of age and population; and (2) to require an area agency on aging to transfer funds, on a proportionate basis, directly to any unit of general purpose local government which contains 20 percent or more of the population aged 60 or over of the planning and service area.
