Summary
Sets forth the policy of the United States with respect to the coordination of science and technology and foreign policy. Establishes a Science, Technology, and Diplomacy Policy Board in the Executive Office of the President to advise the President on the implementation of United States policy with respect to the coordination of science and technology, and foreign policy. Directs the Secretary of State to enter into contracts with, or make grants to, nongovernmental entities to study the application of science and technology to foreign policy. Directs the Secretary to establish an Office of Planning and Analysis to conduct diplomatic planning and analysis, emphasizing technology. Directs the Secretary, with the National Science Foundation, to develop a training program for Federal employees who have responsibilities in scientific and technological matters. Requires the Secretary to report annually to Congress on science and technology agreements between the United States and foreign countries, and on international commissions involving science or technology.
