Summary

Amends the Older Americans Act of 1965 to authorize the Commissioner on Aging to make grants to the State agencies which administer plans providing services to the aged for the development and operation of statewide advocate programs for residents of long-term care facilities. States that such advocates shall receive, investigate, and resolve complaints received from residents of long-term care facilities or other persons in their behalf which relate to actions by persons or institutions providing services to such residents, or actions by government agencies which may adversely affect the health, safety, welfare, or rights of such residents.
