Ratifies and confirms the agreement made by the Secretary of the Interior to issue grazing permits for, and recognize the water rights of, the Gray family throughout the lifetime of the last surviving Gray partner, relating to the grazing of cattle within the confines of the Organ Pipe Cactus National Monument, Arizona. Authorizes and directs the Secretary to continue issuing such permits to the Gray partners throughout their lifetime, assessing grazing fees for such permits on the same basis as has been used in the past, and to issue permits for the development and management of any facilities required for good range management.
