Establishes the National Institute of Aging in the Public Health Service to conduct and support research on the aging process, on preventive measures with respect to health problems of the aged, and on treatment and cures for such problems. Establishes the National Advisory Council on Aging to advise on programs relating to the aged and to monitor the Institute. Provides traineeships and fellowships for the study of health problems of the aged.
