Summary

Establishes a Works Progress Administration for the purpose of relieving widespread distress, unemployment, and underemployment in the United States through a program of public works employment. Authorizes the Administrator of the Works Progress Administration to include within a comprehensive program of public works, projects involving: (1) forestation of public lands; (2) construction and repair of public highways, buildings, and other facilities; and (3) conservation and development of natural resources. Authorizes the Administrator to provide housing and other necessities for persons employed under such public works program. Authorizes grants to States and localities to carry out the purposes of this Act. Requires that all construction of projects under this Act be performed by individuals who are employed by Federal, State, or local government. Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this Act.
