Summary
Amends the Congressional Budget Act of 1974 to provide for the annual adoption of one binding concurrent resolution on the budget. Repeals provisions which require a second concurrent resolution on the budget. Requires Congress to complete action on reconciliation legislation by a specified date each year. Amends the Congressional Budget and Impoundment Control Act of 1974, the Rules of the House of Representatives, and the Congressional Budget Act to make technical and conforming changes.
