Drug-Free Housing and Neighborhoods Act of 1989 - Subjects a person to eviction for the use of his or her dwelling unit or nearby premises as a haven for drug use (as defined by this Act). Authorizes the Secretary of Housing and Urban Development to provide State and local government and Indian tribes with related technical and financial assistance. Authorizes appropriations.
