Summary
Amends the Federal Election Campaign Act of 1971 to establish in the Executive branch the Federal Election Commission whose members are the Secretary of the Senate (ex officio), the Clerk of the House (ex officio), and six members appointed by the President with the advice and consent of the Senate. Provides that no more than three appointed members of the Commission may be affiliated with the same political party and that none of the members may be elected or appointed officials or employees at the time of his appointment. Sets compensation to be paid to the appointed members. Provides for the election of a Chairman and Vice Chairman of the Commission. Sets forth the duty of the Commission as seeking to obtain compliance with specified election laws. Grants primary jurisdiction to the Commission with respect to civil enforcement of such laws. Empowers the Commission to appoint a staff director and a general counsel. Sets compensation for such appointees.
