Summary
Amends the Housing Act of 1959 to extend through fiscal year 1981, the borrowing authority of the Secretary of Housing and Urban Development for purposes of making loans for housing and related facilities for elderly and handicapped families. Changes eligibility requirements for assistance under such Act. Amends the United States Housing Act of 1937 to remove the ten percent ceiling on the amount of contracts for annual contributions which may be entered into with respect to units in congregate housing. Makes provisions for the financing of congregate services.
