A bill to provide for disclosure of certain information by certain persons making charitable solicitations by use of instrumentalities of interstate commerce.

Summary

Provides that no person or organization shall directly or indirectly use any instrumentality of interstate commerce to make any solicitation for contributions for any charitable purpose unless the solicitation materials contain the following statement: "Recipients of this solicitation may receive pertinent information about it and the person making the solicitation by sending a request and a self-addressed, stamped envelope within one hundred and eighty days after receipt of this solicitation to (insert the name and address of the person making the solicitation)." Requires that the answer to such a request be sent in writing within thirty days and contain: (1) the solicitor's name and address; (2) the organization's purpose; (3) the purpose for which the contributions shall be used; (4) the financial terms of any agreement or contract between the solicitor and the organization on whose behalf the solicitation is made; (5) the total income and total expenditures of the solicitor; (6) a statement as to whether the contribution being solicited is deductable for Federal income tax purposes; (7) the names and addresses of the individuals responsible for the custody and final distribution of the contributions; and (8) any other information which the Secretary of Commerce determines is necessary to carry out this Act. Provides penalties for violation of the provisions of this Act or the falsification of information required by this Act.
