Authorizes the Chief of Engineers, Department of the Army, to determine and to direct the rate of diversion of water from Lake Michigan into the Illinois Waterway. Provides for limitations to the authority based upon maximum rates of diversion, flooding, and water levels. Authorizes the Chief of Engineers to make feasibility studies for increasing the maximum rate of diversion.
