Directs the Overseas Private Investment Corporation to transfer to the private insurance industry its underwriting functions and liabilities to the maximum degree possible, and to further, to the greatest extent possible, the employment objectives of the United States. Requires the Corporation to semiannually submit to the Congress a report on its progress in transferring its underwriting functions to the private insurance industry.
