Summary
Natural Resources Conservation Act - Amends the Soil Conservation and Domestic Allotment Act to extend the Great Plains conservation program to all contiguous States of the continental United States designated by the Secretary of Agriculture as susceptible to serious water and wind erosion. Provides for contracts of three to ten years duration, renewable for additional periods not to exceed 20 years. Requires an annual contract payment of up to $50 per acre for agreements to preserve or establish shelterbelts. Removes existing cost ceilings and authorizes the appropriation of $100,000,000 for fiscal year 1979, $150,000,000 for fiscal year 1980, and $200,000,000 for each of fiscal years 1981, 1982, and 1983.
