Revises the factors required to be considered by the Postal Rate Commission in making a recommended decision on a request for changes in postal rates or fees by specifically excepting from the requirement that each class of mail or type of service bear the direct and indirect costs attributable to that class or type only those costs which cannot by any reasonable means be attributed to any such class or type.
