Summary

Authorizes appropriations for the comprehensive plan of development of each of the following river basins: (1) Alabama-Coosa River Basin; (2) Arkansas River Basin; (3) Brazos River Basin; (4) Central and Southern Florida; (5) Columbia River Basin; (6) Mississippi River Basin; (7) Missouri River Basin; (8) North Branch, Susquehanna River Basin; (9) Ohio River Basin; (10) Ouachita River Basin; (11) Red River Waterway project; (12) San Joaquin River Basin; (13) Santa Ana River Basin; (14) South Platte River Basin; (15) Tampa Harbor; and (16) Upper Mississippi River Basin. Increases the authorization of appropriations for local flood protection projects on the Columbia River. Amends the Flood Control Act to authorize the Secretary of the Army to construct bank protection works along specified sections of the Sacramento River. Authorizes appropriations for such purpose.
